Dallas Downtown Water System Improvements
Bids for the construction of the Dallas Downtown Water System Improvements will be received, by City
of Dallas – Finance Department, at 129 East Memorial Drive, Dallas, GA 30132, until 10:00 A.M. local
time on November 18, 2025 at which time the Bids received will be publicly opened and read.
The Project generally consists of constructing approximately 10,805 linear feet of PVC C900 water main
split into three priority areas. Priority Area No. 1 includes approximately 385 linear feet of 10-inch PVC
C900 water main; Priority Area No. 2 includes approximately 3,985 linear feet of 8-inch PVC C900 water
main; and Priority Area No. 3 includes approximately 5,890 linear feet of 8-inch PVC C900 water main.
The Project also includes service change overs, and other water appurtenances including 17 fire hydrant
assemblies and 6-inch PVC C900 fire hydrant leads. The new facilities are designed to replace existing
facilities. The Project will also include efforts to restore the existing conditions of the site to preconstruction
conditions.

Bid security shall be furnished in accordance with the Instructions to Bidders.
No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder holds either a
Georgia State Contractor's License, Georgia State Utility Contractor's License, or qualifications with the
Georgia Department of Transportation for similar work, in compliance with Act. O.C.G.A. 43-14 and 43-41.
Failure to provide the bidder's license or qualification number on the outside of the sealed proposal will result
in rejection of the bid.
If the Contract is to be awarded, Owner will award the Contract on the basis of the base bid plus selected
alternatives.
All required federal, state, and local permits as well as required easements or rights of way for the project
have been obtained.
